Telemedicine Implementation and Virtual Care Technologies in Rural Healthcare: A Cross-Continental Comparison of West Africa, Australia, And The USA - AI Driven Health Care Innovation & Integration in India, 2026
Main Article Content
Abstract
Objective: The research examines the role of governance capacity and infrastructure readiness in implementing telemedicine in various rural healthcare settings. The primary aim of the study is to create an empirical and context-sensitive framework for the sustainable implementation of telemedicine.
Methodology: Secondary data were analysed using a qualitative cross-case comparative method, which involved identifying and reviewing open-access peer-reviewed articles (2015-2026) on telemedicine implementation in West Africa, Australia, and the United States. The analysis, based on a Context-Mechanism-Outcomes (CMO) logic, incorporated four dimensions: Governance Capacity (GC), Infrastructure Readiness (IR), Implementation Strategy (IS), and Outcomes and Sustainability (O) (S).
Results: Results demonstrate that telemedicine performance depends on contextual circumstances and the effectiveness of implementation strategies. Telemedicine implementation does not rely solely on technological aspects but highlights a non-linear, multi-level relationship among countries’ policymaking, governance, socio-cultural climate, infrastructure, and collaboration with local bodies.
Conclusion: The research proposes a comprehensive Context-Strategy Implementation Framework (CSIF-T), providing a practical roadmap to streamline telemedicine strategies and align them with the realities of the context to enhance scalability, sustainability, and equity.
